8 Days, 3 States: Escaped Killer Jacob Morley Is Back in Custody

Escaped Tennessee killer Jacob Morley is back in custody after eight days and three states. The bigger questions are about how he got out.

Authorities say escaped Tennessee inmate Jacob Morley was recaptured near Kansas City after eight days on the run.

For nine days, a convicted killer was on the loose across three states. It ended Tuesday, when troopers recaptured escaped Tennessee inmate Jacob Allen Morley near Kansas City, Missouri.

He had slipped out of a prison in the far northwest corner of Tennessee nine days earlier. Morley, 28, is serving a life sentence for killing a co-worker.

Here’s the thing: the Jacob Morley recapture matters most if you live between Tennessee and the Missouri line. The search stretched across three states, and he was still stealing trucks until the very end.

How the Jacob Morley recapture unfolded

The Missouri State Highway Patrol made the arrest as Morley traveled through the Kansas City area, according to the Williamson County, Illinois, Sheriff’s Office. Gray News reported that officers took him without further incident. The CBS News report says the Tennessee Bureau of Investigation announced the capture Tuesday.

The trail restarted earlier that morning. At about 7:34 a.m., deputies took a report of a stolen white 2005 Ford pickup, a farm vehicle. They later determined Morley took it. Illinois State Police, the U.S. Marshals Service, the TBI and Missouri authorities all worked the case, according to Gray News. In the end, Morley arrested in Missouri was the result of that multi-agency push.

Officials have not said exactly where or when they found him. They also haven’t said how investigators located him. That’s one of the first things to watch for in the coming days.

The escape, minute by minute

The Tennessee Department of Correction says staff at the Northwest Correctional Complex in Tiptonville confirmed Morley, inmate #674793, was unaccounted for around 11:30 p.m. on Oct. 25. Cameras showed him breaching the perimeter fence in his prison uniform, according to the TDOC release.

Surveillance video then shows him stealing a white 2008 Ford F-350 about two miles from the prison around 1 a.m. Oct. 26. Searchers later found that truck abandoned behind a shopping center in Marion, Illinois, well over 100 miles away. The Tennessee escapee caught Tuesday had covered a lot of ground before anyone stopped him.

Then came the timeline from the local district attorney. A correctional officer found Morley’s cell door window covered at 9:30 p.m. on Oct. 25. Meanwhile, another inmate falsely claimed two men were in the cell, WBBJ reported. An emergency count at 11:47 p.m. confirmed he was gone.

The questions that outlast the manhunt

Catching Morley answers one question and leaves harder ones. District Attorney General Danny Goodman Jr. said an internal investigator got an alert around 2 a.m. However, that investigator did not notify the TBI, the Tennessee Highway Patrol or his office until 5:30 a.m. His blunt summary: “He was already in Marion, Illinois, before they ever called anyone outside of TDOC.”

A fake cell count and a three-and-a-half-hour gap before outside agencies got a call. That’s not a fence problem. That’s a process problem. Even with Morley captured, that gap remains unexplained.

Staffing is the other cloud. AP reporting cited a 2023 audit that found 61 percent of correctional officer jobs at the complex were vacant that year. A former guard told WREG the prison is about 60 percent understaffed, but that’s one former employee’s claim. The DA said he had no proof staffing caused the escape. He also said investigators had found no evidence anyone helped Morley get out.

The complex holds up to 1,776 men and has a violent recent record. In July, a grand jury returned dozens of indictments over five inmate killings and other attacks there, according to AP.

Who Morley is, and what the Jacob Morley recapture means next

Morley’s conviction came in the 2022 killing of co-worker Cody Birchfield, 34, in Carter County, Tennessee. TDOC lists convictions for first-degree murder, aggravated burglary, tampering with evidence, evading arrest and vandalism. NBC News, citing court documents, reports that Birchfield’s body turned up in a large metal box under Morley’s home. During the manhunt, Birchfield’s friends and family said they were horrified that his killer was loose.

Officials have announced no new charges for the escape or the vehicle thefts, and there is no word yet on extradition. Expect Tennessee, Illinois and possibly Missouri prosecutors to weigh in. Morley was on the TBI’s Most Wanted list, and officials had offered a reward of up to $17,500. Who collects it, if anyone, hasn’t been announced.

The bigger test is accountability. Watch for a TDOC review and any staff discipline. Also watch whether lawmakers in Nashville start asking how a convicted killer got through a fence while nobody called the Highway Patrol for hours.

Politics rarely sleeps, as our Election Eve morning brief shows, but this story deserves attention too. For more on how the week’s other big stories are shaping up, see our look at the Texas Senate race.

Nine days and three states later, the Jacob Morley recapture still hasn’t produced those answers. Who will give them?
